Environmental Planning Commission (EPC) Public Hearings 

At its fifth hearing on May 15, 2017 , the EPC voted to recommend approval of the Integrated Development Ordinance and the  Zoning Conversion Map  to Council with Recommended Conditions of Approval based on  public comments ,  agency comments , and  mapped comments See findings and conditions of approval in the  Notice of Decision .

The Planning Department submitted the Integrated Development Ordinance (IDO) to the Environmental Planning Commission on December 29, 2016.

  • The first and second EPC hearings took place April 6  and April 10  and focused on taking public comment. See also Staff Presentations for Hearing #1 and Hearing #2 below.
  • The third EPC hearing took place April 24 and focused on staff responses to public and agency comments. The EPC provided direction to staff to develop Conditions of Approval for review on May 4, 2017. See Staff Presentation for Hearing #3 below.
  • A fourth EPC hearing on May 4, 2017  focused on reviewing recommended Conditions of Approval. See Staff Presentation for Hearing #4 below.
  • A fifth EPC hearing on May 15, 2017  focused on finalizing recommended Conditions of Approval and findings. See Staff Presentation for Hearing #5 below.

Previous Drafts

The IDO was drafted in three Modules, starting in October 2015. Each Module added more content until a complete draft was available for review in August 2016. A Consolidated Draft was released in October 2016 that incorporated public and staff comments collected after each Module. Footnotes are provided to track changes made to the document after each Module. 

  • Module 1 : Zones and uses – Includes Chapters 14-16-2 and 14-16-3.  
    • Please visit the  Conversion Map  on the project webpage to compare existing zoning to proposed IDO zoning and make comments by parcel. 
    • Zones were proposed to match allowable uses in existing zoning as closely as possible.
    • Table 2.2-1 describes the zone conversion from today's "straight zones" out of the City Zoning Code.
    • A table describing zone conversions for SU-2 zones can be found online here . 
    • Table 3-2-1 Permitted Uses shows the uses allowed in each IDO zone.
  • Module 2 : Development Standards - Includes Chapter 14-16-4, describing dimensional standards for building heights, setbacks, landscaping, parking requirements, etc.
  • Module 3 :   Review & Approval Processes - Includes Chapters 14-16-1 and 14-16-5.
  • Consolidated Draft :  Includes public and staff comments from Modules 1-3.
